This is a critical, high-impact position within the Washington Headquarters Services (WHS), Human Resources Directorate, Individual and Organizational Development (I&OD) Division. The incumbent serves as a Program Analyst and Subject Matter Expert (SME) in evaluation, instructional systems design (ISD), and organizational performance improvement, directly supporting the Office of the Secretary of War (OSW) and WHS-serviced organizations.
You will be responsible for independently planning and executing studies, synthesizing findings, and providing actionable recommendations to senior leaders to enhance mission effectiveness. This role requires mastery of advanced evaluation frameworks, adult learning theory, and organizational development practices.
Key Duties and Responsibilities
1. Training and Development Program Evaluation
- Design and conduct comprehensive program evaluations using applied, established frameworks such as Katzell-based Kirkpatrick Levels I-III and both formative and summative approaches.
- Develop evaluation instruments (surveys, focus groups, interviews), analyze both qualitative and quantitative data, and synthesize findings into evidence-based reports for senior leadership.
- Track and measure the impact of program improvements, ensuring alignment with strategic goals and measurable outcomes.
2. Instructional Systems Design (ISD)
- Lead the design, development, and evaluation of complex training programs and learning solutions using ADDIE and ISD methodologies.
- Collaborate with Subject Matter Experts (SMEs) to develop effective self-paced, instructor-led, and blended learning programs (virtual and in-person).
- Ensure all training content adheres to adult learning principles, accessibility requirements, and Section 508 accessibility standards.
3. Organizational Performance Needs Assessments
- Plan and execute Organizational Performance Needs Assessments to diagnose root causes of organizational challenges and workforce performance gaps.
- Apply advanced performance frameworks, including Gilbert's Behavior Engineering Model (BEM), Mager and Pipe, and Rummler-Brache, to identify and analyze both individual and environmental barriers.
- Prepare data-driven findings and guide leadership in selecting interventions beyond training, such as policy, process, and organizational changes.
Required Qualifications & Expert Knowledge
- Mastery of training and program evaluation frameworks (e.g., Katzell-based Kirkpatrick, formative/summative evaluation).
- Expertise in Instructional Systems Design (ISD), including ADDIE, adult learning principles, and developing eLearning/blended learning.
- Deep knowledge of Organizational Performance Improvement frameworks (e.g., Gilbert BEM, Mager and Pipe, Rummler-Brache).
- High-level data literacy and skill in synthesizing complex qualitative and quantitative data into clear, actionable recommendations for senior leaders.
- Expert verbal and written communication skills, with the ability to deliver persuasive briefings and coordinate complex projects.
- Knowledge of project management principles sufficient to coordinate timelines, deliverables, and stakeholder engagement.
Additional Requirements
- Must be able to obtain and maintain a Secret security clearance.
- This position is designated as a Testing Designated Position (TDP) under the civilian drug-testing program.
- May be required to work non-normal duty hours (evenings, weekends, and/or holidays).
- May require up to 20% occasional travel for official business.
