Position Summary
The Regional Senior Vice President for Operations is responsible for all aspects of the strategic procurement and successful delivery of projects per region and the sustainable growth of his/her operational team through the effective application of our Kaufman Lynn vision, mission, and core values.
POSITION SCOPE AND ORGANIZATIONAL IMPACT
The Regional SVP is responsible for directing all aspects of his/her region’s construction operations, including representing its group in company strategic planning, finances, staff management and training, owner and subcontractor relations and negotiations, scheduling, estimating, sales and marketing. The Regional SVP is also responsible for oversight of all items related to day-to-day construction operations, including staffing assignments, project plan development, finances, profit, cost, schedule analysis, and owner and subcontractor communications and interface. The Regional SVP is involved with and responsible for all phases related to preconstruction, purchasing, construction and project close-out.
A primary responsibility of the Regional SVP is to provide leadership, guidance, and utilization of all available resources to ensure individuals and project teams are properly supported and have the necessary skillset and tools to succeed. The Regional SVP role is supported by Executive and Departmental Leadership to provide the resources necessary to achieve success.
ORGANIZATIONAL RELATIONSHIP
- The Regional SVP reports directly to the Division President overseeing his or her projects
- The Regional SVP oversees project team leaders, including Project Executives, Project Managers and Superintendents
- The Regional SVP is responsible to:
- Provide leadership and oversight of Preconstruction and Scheduling efforts in accordance with company SOPs
- In conjunction with department heads of Business Development, Legal/Risk, Financial Services and Human Resources, lead assigned personnel toward resolution of necessary project issues and pursuit efforts.
- The Regional SVP is responsible for successful operation of the regional business unit and the development and behavior of all Operations personnel.
- The Regional SVP is also accountable for accomplishing quantitative and qualitative goals and objectives set forth in the individual project, business unit, strategic business, and annual business plans

AUTHORITY
In accordance with our company’s guidelines, the Regional SVP has the authority, under the approval of the Division President, to recruit, hire, promote, terminate, and transfer Operations personnel. All potential terminations must be presented to the (CEO, Division President, and HR Director) for final approval and execution.
The Regional SVP develops and implements wage and bonus policies and procedures within the operations department (in conjunction with departmental heads); implements changes in operations policy and procedures; negotiates, approves, and signs (Contract signature) subcontracts; and authorizes distribution of funds for materials, equipment, supplies, services, and products.
Minimum Requirements - Essential Functions
Continuous cultivation of relationships to sustain repeat business:
- Current Clients biweekly Call / Contact Owner(s) - Owner's representative.
- Same day response time to client calls/inquiries
- Assigned New Clients: Call / Contact Owner(s) - Owner's representative as required.
- Survey Management: Responsible for coordinating with Marketing to ensure client surveys are performed as required (Precon, 50% and final project completion)
- Key Business Development deliverables:
- Work hand in hand with Business Development leaders on new pursuits. Takes ownership and responsibility for obtaining new business
- Attends all required business development meetings and provides operational input regarding the availability of resources and risk assessment for selecting target projects
- Cultivates new client/customer relationships to strengthen market position
2. PRECONSTRUCTION
Oversee preconstruction efforts and requirements for assigned projects:
- Ensure Precon teams fully understand, abide by and adhere to all requirements of company Precon policy and SOP’s
- Ensure, by thorough review, complete deliverables are provided by the Precon Team, including but not limited to:
- Quantity surveys
- Bid Leveling/Scope Sheets
- Subcontractor Pre-qualification – Responsible to ensure all bidders are prequalified as required by SOP’s, including subcontractor scoring system
- Bid solicitations successfully achieved minimum required coverage of qualified bids.
- Precon project schedule created as required by scheduling SOP’s
- Detailed estimates – A highly detailed project estimate, including thoroughly planned general conditions costs based on the project Precon schedule.
- Estimate approval – In conjunction with the VP of Precon, the Regional SVP is responsible to have firsthand knowledge of the accuracy and completeness of the estimate and to ensure all executive level approvals are achieved prior to submitting to client.
- Upon award, responsible to ensure the project estimate and all deliverables have been turned over to Operations team as required by SOP’s
3. RISK / LEGAL
Fully understand and effectively manage project risk and legal requirements:
- BET Process – Responsible to work together with Legal ensure all requirements of the BET SOP’s are achieved
- SDI Compliance - Responsible to work together with Risk to ensure all requirements of subcontractor bonding and SDI SOP’s are achieved
- Prime Contracts
- Takes the lead in the review of owner contracts and provides input to the Division President, COO and CLO regarding terms and conditions related to operations
- With the Division President, negotiates contracts with owners and ensures that timely review is given by the COO, CLO and CFO
- Perform thorough review and sign all PCPCO’s and PCCO’s before issuing to owner
- Subcontracts
- Has direct involvement in key subcontractor negotiations, including scope, cost, terms and schedule
- Establish clear collaboration requirements among the project leadership team and participate in preparing subcontracts to ensure complete, high quality scopes of work are achieved
- Ensure quality and consistency by ensuring the PX prepares all necessary exhibits for Project Manager to incorporate into subcontract agreements
- Perform thorough review and sign all subcontracts and change orders before issuance to subcontractor
- Dispute Resolution – Has firsthand knowledge of all project legal disputes and takes lead role in conjunction with CLO to bring issues to timely resolution
- Bonds/Insurance – In conjunction with PX, work together with Risk and Legal to ensure all requirements of subcontractor and project specific insurance are achieved
- SCHEDULING
Has detailed knowledge/understanding of project schedule status:
- Maintain consistent accountability measures to ensure adherence to company scheduling SOP’s
- Ensure scheduling personnel needs are clearly and regularly communicated to the Scheduling Director
- Work together with Scheduling Director to regularly assess scheduler and project team performance to ensure accountability to all requirements of the SOP
- Ensure Scheduler workload is properly managed for maximum efficiency, to avoid bottlenecks and excessive/unreasonable demands
- Has firsthand knowledge and understanding of all project delays and delay claims to ensure accurate schedule analysis, proper/timely notice requirements and documentation are delivered to responsible parties and KL Legal Dept.
- Ensure project teams:
- Take full “ownership” of the project schedule and SOP’s
- Take lead role in guiding scheduling efforts and supporting scheduler in his/her responsibilities
- PROJECT STATUS & CONDITIONS
Has detailed knowledge of all aspects of the project:
- Minimum bi-weekly physical assessment of projects (site visit):
- Attend OAC Meeting (minimum monthly)
- Regional SVP must report-up if any monthly visits are missed

- Establishes and maintains operational policies and procedures in concert with the project team
- Establishes requirements for continuity of the construction project(s) and best in class operations execution.
- Ensure project teams are properly staffed
- Ensure individual project team members have clearly defined roles/responsibilities
- Ensure project team offices are properly set up to enable teams to work in a highly efficient and comfortable workspace
- Ensures Project Executives and project team leaders conduct mandatory project planning meetings, weekly project meetings (OAC, Sub, KL staff), weekly schedule update meetings and project close-out meetings
- Takes responsibility for managing the division’s management information systems, processes, and personnel
- FINANCIAL STATUS
- Have first-hand knowledge of project financial health and profitability.
- Purchasing (buyout)
- Establish realistic buyout strategy/goals with teams to increase profitability and contingencies
- Ensure purchasing is complete in the first 90 days from contract execution, unless otherwise agreed in the BET
- Attend all weekly buyout meetings for assigned region of work, regardless of whether or not project is specific to the Regional SVP group.
- Collaborate with other Regional SVPs to develop strategic advantages and opportunities in the buyout process.
- Project financials health and profit
- Responsible for the profitability of each project
- Have first-hand knowledge of project financial health
- Has firsthand knowledge that Project Management (PM and PX) are maintaining accurate financial projections throughout the course of the project
- Regional SVP shall personally present the PMR to executive team in monthly financial meetings for each project
- Cost & Revenue
- Establish and maintain a strong sense of urgency with project teams on processing costs and revenues
- Ensure project teams meet all monthly financial deadlines
- Hold clients accountable to prompt payment
- Work with Financial Services to Ensure prompt payment to subcontractors
- Associate Incentive Compensation Program
- Administer Associate Incentive Compensation Program (AICP) for each project team in accordance with SOP’s
- Establish joint accountability among project team in meeting program criteria
- Work closely with project team to course correct on deficiencies
- Maintain integrity, objectivity and consistency in reporting for scoring team performance
